SENIOR PROCUREMENT OFFICER - ESTATE AND CIVIL WORKS; – PROCUREMENT AND LOGISTICS DIVISION

Position Summary
Assist in implementation of Estate activities as per approved plans.
Key Responsibilities will include:
  • Assist in the management and implementation of procurement plans for works.
  • Prepare draft budget for Estates section.
  • Prepare tender documents and requests for quotations in accordance with approved procurement plans for works.
  • Evaluate tender for works and lease.
  • Prepare contracts for civil works, contractors and consultants.
  • Certify payments for building works, assets, leases and fee notes.
  • Assist in administering tender processes for construction and consultancy.
  • Prepare periodic reports for buildings to be leased.
  • Recommends and Assist in preparation and implementation of preventive and corrective repair and maintenance schedules.
  • Initiate and coordinate the process of acquisition of title deeds for landed properties.
  • Perform other duties assigned by supervisor.
Key qualifications, experience and competencies.
  • Advanced Diploma or Degree in Engineering, Quantity Surveying, Architecture, Real Estate Management, Land Management and Valuation, Procurement and Supplies or its equivalent from a recognized High Learning Institution/ University.
  • Registration with a relevant professional Board as a professional in a field of study or Postgraduate Diploma or Master Degree in Engineering, Quantity Surveying, Architecture, Real Estate Management,   or its equivalent from a recognized institution/ University will be added advantage.
  • For applicants with procurement qualifications registration with a relevant professional Board (Procurement and Supply Professionals and Technicians Board)  as a professional is mandatory.
  • Four (4) years of relevant working experience.

POSITION OBJECTIVE:
To ensure that at organization level, there is fair application in all procurement process, competitive, transparent, and non-discriminatory and value for money procurement, to administer resources allocated to PMU; provide technical and operational advice to the Stamigold Company Limited in conformity with Public Procurement Act, its Regulations and Public Procurement Regulatory Authority (PPRA) Guidelines.

SPECIFIC DUTIES AND RESPONSIBILITIES.
Report directly to the Head of Procurement Management Unity (PMU).
To prepare, coordinate and implement Annual Procurement and disposal plans;
To assist in reviewing the Procurement Plan in collaboration with PMU staff and update it when required to reflect new development in plan and possible changes in dates, lots, procurement methods etc;
To prepare and present accurate periodic reports to the Mine General Manager and the Tender Board;
To ensure conformity with the Public Procurement Act of 2011, its regulations and guidelines of 2013.and advise the Company on all matters pertaining to procurement;
To review and evaluate procurement requirements and recommend appropriate alternative procedures;
To review, quality-check and clear tender evaluation reports; for submission to the SBM Tender Board for approval;
To prepare tendering documents and pre-qualification documents for Goods, Works and Services ..
To conduct training in procurement and contract management;
To validate authenticity of payment-certificates and invoices--before payment
To coordinate development and review of policies relevant to procurement function;
To effectively administer all resources allocated to the Department,
To assist in preparation and management of all procurement contracts;
To assist in developing and maintaining an acceptable procurement record keeping systems;
Develops efficient and effective Customer-Suppliers Relationship
To Liaise with Warehouse staffs/user departments before delivery of goods/ services
To Place orders for goods or services to suppliers as requested by user department and ensure timely delivery of goods or services
To perform any other relevant duties assigned by the supervisor

MINIMUM ACADEMIC QUALIFICATION AND EXPERIENCE
The ideal incumbent for this position should have the following qualifications and experience:
University Degree/ Advanced Diploma in Procurement and Supply Chain
Management from a recognized higher learning institution;
Certified' Procurement and Supplies Processional, CPSP (T) or Member of
Chartered Institute of Procurement and Supply - MCIPS (UK) and he/she must be registered with the Procurement and Supplies Professional and Technician
Board (PSPTB) in the category of Approved Procurement and Supplies Professional.
Knowledge and Competence in Information and Communications Technology (lCT) application, and familiarity with one of the accounting software;
A strong background and good knowledge of the Public Procurement Act and its Regulations with PPRA guidelines
Not less than three (3) years work experience in relevant fields in a reputable institution(s) out of which two (2) year should be in a public/government sector.
Decisiveness, Resilience and Resourcefulness with high degree of confidentiality
A good verbal communication skills and good command of Swahili and English
Strong and proven management ability with leadership qualities are essential

Procurement and Supplies Officer - Higher Education Students' Loans Board


The Higher Education Students' Loans Board (HESLB); was established under the Act No. 09 of 2004 (as amended) and started operations in July, 2005. The main functions of the HESLB, among others, include the following:-
(i) To issue Loans, Grants and Scholarships to Eligible and Needy Tanzanian Higher Education
Students;
(ii) To keep Records of beneficiaries of those funds and amounts issued to them;
(iii) To collect Repayments for all Loans issued to Students since 1994 so as to Re-Iend the collected funds to other Eligible and Needy Tanzanian Students; ,

REQUIRED EDUCATION AND EXPERIENCE
•    Bachelor's Degree/ Advance Diploma in Materials Management, Procurement,

Procurement and Supplies Officer - Local and overseas purchasing (1 post)
Technical Department (Supply Chain)
Reports to:Technical Operations Manager
Mufindi – Tanzania
Business context and main purpose of the job
1. Train and develop all staff in logistics and supplies matters
2. Responsible for tactical sourcing of indirect procurement goods and services locally
3. Maintain safe working atmosphere of the equipment and co-workers and contributes to hazards reporting process of central stores
4. Follow the procurement procedure and submit monthly reports of procurement and supplies
5. Implement SHEQ recommendations in all areas of compliance and drives BeSafE agenda at central stores
6. Interface with many roles in field operations, factories, Finance, Medical, Engineering, QA and SHE, Supply planning, Development projects
Main accountabilities
1. Integrating regional sourcing/local strategies with business, ensuring timely inputs to regional project development and OTIF execution of regional/local projects
2. Act as first point of contact of the business for issues/questions relating to local overseas procurement goods or services in assigned portfolio and the service from third party service providers for sourcing unit/business Unit
3. Work with users to analyze and collate informatioh regarding current requirements and future needs
4. Efficient, timely and transparent communication to internal customers and suppliers
5. Work with defined procurement procedures (ways of working) and adhere to the code of business principles at all times
6. Work in an effective, cohesive team environment (Ability to understand all areas of indirects Procurement
7. Supplier Relationship Management
8. Flexibility to Travel

1. Procurement insight

5. Graduate in procurement and supplies
