ENGINEER JOB AT The DAR Rapid Transit Agency

The DAR Rapid Transit Agency ( DART )was established by the Government Notice Number 120 of 2007 under the Executive Agency Act No 30 of 1997 to improve effectiveness in addressing the transport constraints faced by the Dar es Salaam City. Specifically the Agency was established for the purpose of planning, coordinating, and facilitating the provision of Urban Transport facilities and services so as to ensure improved traffic management in the Dar es Salaam City.

To meet its mandate of facilitating the provision of quality and rapid mass transport system in efficient, sustainable and cost effective manner, the Agency invites applications from suitably qualified Tanzanian Citizens to fill in the following positions in different divisions within the Agency.

1.3 ENGINEER II – 2 POSTS
1.3.1 DUTIES AND RESPONSIBILITIES

• Ensure safe, cost effective designs and quality control of development of DART infrastructure.

• Responsible for keeping construction design records for the DART Agency.

• Participate in Implementation of Strategic, Business plan and Frame work document in accordance with the Executive Agency Act no 30 of 1997, and its amendments.

• Assist in preparation of tender documents for procurement of Consultants for Infrastructure design and Works contractors.

• Participate in infrastructure development site meetings and provide report accordingly.

• Sets guidelines for routine, recurrent and spot maintenance, coordinates their programs and budgets;

• Assesses abnormal maintenance needs at problem locations and advice accordingly;

• Reviews the options for dealing with emergency situations and makes recommendations as to the appropriate Agency response.

• Assists in the development and monitoring of the Agency’s quality assurance procedures as they affect road maintenance;

• Prepares regular and ad-hoc reports to the Infrastructure Management Manager as required;

• Performs such other related duties as may be assigned by the Head of Department.

1.3.2 QUALIFICATIONS AND EXPERIENCE
• Bachelor  Degree  in  Civil  and  Transportation  Engineering  from  any  academic  Institution
recognized by the TCU/Government of Tanzania.
• Registered with Engineers Registration Board as a Professional Engineer
• Must be Computer literate especially in Engineering Design Software’s.
1.3.3 REMUNERATION

• Attractive remuneration package in accordance with the Institution’s Salary Scale TGS E.

PLANNING ENGINEER

POSITION    :     PLANNING ENGINEER (1 POST)-REF: TGDCIHRLO15
REPORTING TO:    MANAGER PLANNING & PROJECTS
DIRECTORATE:     BUSINESS DEVELOPMENT

POSITION OBJECTIVE
To assist Manager Planning & Projects with formulation and spearheading implementation, reviews, monitoring and evaluation of TGDC's development programs, plans and projects

KEY RESPONSIBILITIES
1.    Participate in the development of TGDC's business strategic action plans, and budget;
2.    Participate in the preparation of the Company Business plans and review of action plans versus set targets;
3.    Participate in strategizing and mobilization of financial resources to meet TGDC's development programs and projects;
4.    To assist in identification of new projects and growth opportunities that enhance and promote TGDC's Mission and Vision Statements;
5.    Participate in project identification, planning, packaging, and monitoring of performance;
6.    Identify the project deliverables, milestones, and required tasks and targets to determine the staffing requirements, and allotment of available resources to various phases of the project through the project measurement system;
7.    Progress monitoring of specific projects on it regular basis and anticipate and resolve any problems, bottlenecks scheduling conflicts;
8.    Review status reports, modify schedules and plans as required and keep the management apprised of the project progress on a regular basis;
9.    Ensure that project control documents such as resources histogram, schedules. reporting systems, material controls systems, etc. are in place to ensure that project implementation and procurement interfaces are property addressed and:
10.    Perform any other duties and responsibilities as and when directed by supervisor

EDUCATION AND EXPERIENCE
•    Undergraduate degree in Mechanical, electrical, civil engineering or any other
relevant field.
•    MBA I project management/engineering management is added advantage
•    1-2 year of experience in project planning and development.

•    Ability to build productive working relationships and work within a team
•    Ability to prioritize tasks;

REPORTING TO:     MANAGER ENGINEERING & DRILLING SERVICES
DIRECTORATE:     TECHNICAL SERVICES

POSITION OBJECTIVE
Ensure successful execution of plans, costs. and schedules and oversees of mechanical, electrical and geothermal drilling operations for TGDC. Responsible for supervising drilling and service contracts; electrical mechanical engineering design and budget control.

KEY RESPONSIBILITIES
1.    Collect data, carrying out engineering analysis on site and recommending necessary actions;
2.    Manage projects using engineering principles and techniques;
3.    Keep track of current daily costs, comparing actual costs with expenditure proposals and recommending cost-effective changes;
4.    Involve administering drilling and service contracts, electrical mechanical engineering, design and the planning, of wells;
5.    Produce details of specifications and outline designs for drilling contractors;
6.    Ensure successful execution of plans, costs, schedules and supervision of drilling operations;
7.    Supervise the drilling crew on site and duties pertaining to drilling activities;
8.    Monitor drilling progress, oversee safety management and ensure the protection of the environment;
9.    Working with multidisciplinary professionals evaluate the commercial viability of the well and monitor progress during drilling; to 
10.    Effectively monitor and ensure cost effective drilling operations as well as strict adherence to drilling ramp-up and drilling schedules; and
11.    Obtaining relevant data, carrying out engineering analysis on site and recommending necessary actions and writing up reports.
12.    Promotes health and safety within the workplace

EDUCATION & EXPERIENCE
•    Bachelor's Degree of Science in Mechanical Engineering, Electromechanical
Engineering or equivalent; 
•    Minimum 0-1 year of demonstrable and relevant working experience.

REQUIRED SKILLS AND COMPETENCIES
•    Attention to details:
•    Interpersonal and negotiation skills
•    Ability to build productive working relationships and work within a team;
•    Ability to prioritize tasks;
•    Excellent communication and interpersonal skills'
•    Pro-active and capable of delivering excellent results while working under pressure with tight deadlines'
