About the Programme
A proposed DFID-funded urban jobs programme aimed at reducing poverty and vulnerability in Dar es Salaam, with a specific focus on women and youth. The programme has the potential to operate in market systems including, but not limited to, construction, water and sanitation, pre-primary education, ICT, tourism and waste management.
Role Description
The Deputy Team Leader will provide leadership in market systems thinking and facilitation for the proposed DFID-funded Dar es Salaam Market Systems Development Programme.
As part of the programme management team, the Deputy Team Leader will oversee and guide the design of a portfolio of interventions.  Once the intervention portfolio is active, the Deputy Team Leader will support and mentor members of the programme team to develop facilitation capacity and deliver exceptional results.  This will include carrying out research, identifying and following up on new opportunities within target market systems, developing partnerships with key market players (private companies, government bodies, representative associations, etc.), and training team members and other relevant stakeholder in facilitation skills.
Key tasks
     Supporting setting of a clear, relevant and achievable strategy for the programme, ensuring cohesion with overall approach and goals.
     Overseeing development and periodic updating of system analyses and intervention plans for selected sectors, and new sectors / interventions as required.
     Providing strategic and technical input to the programme team to support delivery of high-quality interventions.  This is expected to include extensive coaching on market systems development and facilitation skills in particular.
     Quality assurance of technical delivery on component activities and outputs.
     Ensuring that the principles of the programme are maintained in all activities.
     Supporting the programme team to identify partners for the project and develop suitable offers of support.  Overseeing effective partner engagement.
     Supporting use of process-planning tools (e.g. work planning).
     Delivering technical assistance to project partners as required, including business plan development, advising on sales and marketing, developing innovative business models, and basic financial modelling.
Qualifications and experience
     Relevant postgraduate qualification in economics, business, or other relevant field, and at least 10 years’ experience working in market system development programmes;
     Proven experience in managing high-performing teams;
     Demonstrated experience in market system analysis and research, design of sector strategies, and the ability to develop deals and form partnerships with the private sector, government and other key market players;
     Experience working in the private sector is desirable;
     Good understanding of political economy issues in Tanzania and particularly in Dar es Salaam;
     Experience working in Tanzania, and particularly Dar es Salaam, is desirable;
     Excellent English written and verbal communication skills.  Proficiency in Kiswahili is desirable; and
     Teamwork, enthusiasm and flexibility

Responsibilities
The Research Assistant - Marketing Economist will work under the direct supervision of the Rice Value Chain Expert or his duly assigned representative. S/he will attend to all activities related to rice value chain economy at AfricaRice as part of a multi-disciplinary research team working to sustain and improve the productivity of rice-based systems in Africa.
S/he will undertake the following functions:
  • Assist in strategic and applied economics research and support activities aimed at providing a better understanding of the market, institutional and organizational factors favoring or constraining the sustainable development of rice value chains;
  • Attend to the relevant institutional economics, consumer preference and relevant impact assessment research activities;
  • Provide assistance to the development of economic and value chain analysis tools for use by national researchers in Africa through collaboration, networking, provision of technical assistance and training;
  • Assist in the management and statistical analysis of research data;
  • Contribute to the preparation of presentations, writing technical reports and other scientific publications in English;
  • Carry out any other professional duties as needs arise within AfricaRice.
Qualifications/Selection Criteria
Education
  • MSc degree in economics or a relevant field;
Work Experience
  • At least 3 years' experience in Agriculture, research and development;
  • working experience or exposure to international organizations and interdisciplinary agricultural research;
  • working experience in Africa;
Key Competencies /abilities required
  • knowledge of rice-based systems and market research approaches are considered important assets;
  • ability to take initiatives and work satisfactorily 2 with a minimum supervision in a multicultural setting;
  • the incumbent should be prepared for extensive work-related travel within the research area of AfricaRice.
Language
  • The candidate should communicate fluently (orally and in writing) in English with knowledge of French and/or Swahili.

Tanzania Geothermal Development Company Limited (TGDC) is a subsidiary company of The Tanzania Electric Supply Company (TANESCO) established in December 2013 and came into operation in July 2014 with a mandate to spearhead geothermal resources in Tanzania.

a)    To carry out geothermal exploration including geological, geochemistry, seismological, volcanological studies;
b)    To carry business In geothermal drilling for steam and hot water .: well testing and logging, reservoir assessment and management;
c)    To mobilize funds for geothermal development from various sources; .

Reporting to:      Manager Planning & Projects
Directorate:      Business Development

POSITION OBJECTIVE
To provide specialist advice based on the application of economic theory and knowledge; carry out economic analysis/appraisals of geothermal projects, conduct power market studies; undertake external business scanning, analysis forecasts of economic trends.evaluation and based on the implications of the findings make recommendations on the ways and strategies to improve company business and investments.

KEY RESPONSIBILITIES:
1.    Participate in the development of TGOC's business strategy, action plans, and budget:
2.    Lead economic data collection, analysis, modeling, interpretation, and monitoring and evaluation of TGDC's business and investment undertakings; ,
3.    Provide economic and business solutions: and review existing and develop new geothermal business models based on forecast economic behavior and patterns for effective strategic business preparedness;
4.    Participate in the mobilization of financial resources to meet TGDC's development programs;
5.    Advice on matters pertaining to financial and economic feasibility, investments and
tariff modeling as well as business with Independent Power Producers .
(IPPs) and public stakeholders on steam and power purchase agreements;
6.    Collect and monitor economic related data, including cost of equipment, construction
, fuel and labor for use in various power studies;
7.    Compile data related to energy development generation, sales, trends to be used in
planning and forecasting the future of the geothermal industry;
8.    Lead preparation of departmental budget process;
9.    Preparation of Quarterly, Annual progress reports on funding made by the Government rural electrification;
10.    To participate in the preparation of the Company Business plans and review of action plans versus set targets "pd assist in defining its mission and Objectives:
11.    Lead the benchmarking of company performance with best performers in the industry to ensure the company excels at all times.

EDUCATION AND EXPERIENCE
•    Undergraduate degree in Economics,
•    Master's degree either in Economics and/or Business Administration related field is an added advantage.
•    1-2 years of professional working experience.

SKILLS AND COMPETENCIES
•    Well-developed: research skills including the ability to realize relevant data to make sound judgments;- Excellent written and spoken communication skills.to convey complex ideas to people with varying levels of economic knowledge and expertise:
