Requirements for Appointment
The ideal candidate for this position should have the following qualifications and experience:-
i. University Degree/ Advanced Diploma majoring in Accounting or Finance from a recognized higher learning institution.

iii. Knowledge and competency in Information and communication Technology (ICT) application, and familiarity with any one of the accounting software.

•MBA/MSc (with Finance/ Business Administration/ Procurement) is desirable

Job Experience:

•Atleast 5 years’ experience in a combination of following areas: Public Financial Management, Public Procurement, Development Management and general consulting in a professional service environment

Key Responsibilities

• Provide start-up tools to the tigo pesa agents  (i.e. starter pack, BTL materials) on a timely fashion.
• Efficiently follow-up  tigo pesa activation in the region.
• Conduct audit for agent allocation the the region.
• Monitor transaction, revenue, float availability and quality of services to the tigo pesa agents.
• Conduct  training on product knowledge and KYC/ AML to agents.
• Administer issues pertaining to the agents including but not limited to contract signature, logbooks, promotional materials are taken care of in a timely manner.
• Provide weekly report of agents recruited and the performance of the Sales Freelancers to the line manager
Position Requirements

Women in Law and Development in Africa (WiLDAF), is a Pan African Women's rights network which is dedicated to promoting and strengthening advocacy strategies that link legal policy reform processes and social development. WiLDAF was formerly established in 1990 in Harare, Zimbabwe following the NGO forum that was held within the context of the UN decade for women and, since then, the organization has established chapters in 26 African countries, including Tanzania. In Tanzania, WiLDAF was officially registered in 1997, under the Companies Act (CAP 212) as a non- governmental, non partisan, and not for profit making organization.
WiLDAF aims at increasing opportunities and possibilities for women to participate effectively in policy formulation processes, in addition to monitoring and influencing policies and practices at all levels.
The organization is seeking to recruit a qualified Tanzanian Professional to fill the following vacant position: Accountant

He/She will be in charge of all accounts under USAID funded programs in the organisation.

LOCATION: Dar es salaam

SCOPE
The Accountant will be reporting to the National Coordinator.
Responsibilities
Prepare all journal Entries for projects under USAID programs and ensure they are correctly posted in accounting system and filed for adequate audit trail, including field expense report journals and expense report journals.
Review project specific payment vouchers and ensure they are correctly processed in accounting system and filed for adequate audit trail.
For projects with participants, ensure various participants payments are entered in accounting system; cheques are issued on time and per approved schedule.
Receive, review and process wire transfer requests from field offices and sub-recipients.
Reconcile or review reconciliation of bank statements, petty cash, advance and other accounts with general ledger to ensure safety of WiLDAF assets.
Review or prepare various financial reports for external donors and internal stakeholders.
Provide feedback and analysis to counterparts in program departments and field colleagues on areas with significant over/under spending. .
Maintain financial systems with correct chart of account and other relevant data.
Track required cost-share and notify appropriate program units in WILDAE
Liaise with sub-guarantees to ensure timely reporting, finding and compliance, including follow-up on status of their audit report.
Provide support to field officers, including some international travel to facilitate training and capacity building as necessary.
Prepare closeout documentation for projects under management in accordance with the US government regulations and internal WIlDAF procedures.
Work with program and field teams to identify need for budget revision, lead the budget revision process and its submission to the donor.
Review paperwork for all expenditures and ensure compliance as defined by the US government and other donors,
Maintain audit files with all relevant documentation, including proposal, budget, budget narrative, agreement, and formal communication with donor, agreement modifications, pre approvals, financial reports, sub-award documents and other relevant paperwork
Ensure all documents are readily accessible in a timely manner during the audit process.
Assist the National Coordinator in responding to audit queries to eliminate any possible disallowed costs.
Stay up to date with US Government regulations on cost principles and audit. Participate in relevant capacity building events to enhance understanding of applicable federal regulations.
Perform other duties as assigned.
Required Educational and Professional Levels.
Bachelor's degree in accounting, finance, international business or related field. CPA qualification will be an added advantage.
2-3 years of US government grants or contract financial management experience.
Experience with budget preparation using Excel/Pastel.
Experience with one or more accounting software packages.
Ability to manage and prioritize multiple concurrent initiatives.
Excellent oral and written communication skills.
Proficiency in using MS Word, Excel, and Power Point

Required skills, knowledge and capabilities:
Excellent organization skills with a willingness to assume responsibilities and take initiative ..
Ability to be a team player.
Ability to multi-task prioritizing and working under tight deadlines.
Experience with US government funding (e.g: USAID) and funder budget and regulatory compliance.
Ensure all financial management is handled according to USAID rules and regulations and accurate records and financial reports maintained and submitted in a timely manner.
Understanding of rules and regulations related to USAID project funding and reporting requirements is an added advantage.
The applicant must be of age between 30-45 years.
