Description
Futures Group is seeking a Results-based Financing Officer (RBFO) for an
anticipated USAID-funded health system strengthening project in
Tanzania. The project is expected to focus on providing technical
assistance to notional level ministries and other stakeholders in order
to strengthen the health care system, focusing on the public sector, at
the national and local government authority (LGA) level. Specifically,
efforts will focus on improving governance, finance, human resources for
health, and information components of the health system. The RBFO will
be based in Dar es Salaam and will report to the Deputy Chief of Party
(DCOP).
Key Responsibilities
- Provide support to Ministry of Health and Social Welfare (MoHSW) counterparts in planning the scale-up of and operationalizing the national results-based financing (RBF) strategy that aims to improve health systems performance.
- Conduct desk-based analyses on RBF, including operations research to improve the functioning of current and planned pilots and scale-up initiatives of the program, resource needs analyses, and operational planning considerations.
- Provide support on evaluation and tracking of RBF initiatives, working in close support to MoHSW and partner staff. Participate in MoHSW-led technical working groups and other forums on the subject of RBF.
- Any additional duties in the area of health financing and resource tracking as directed by the Health Financing Advisor.
- Contribute to development of work plans, budgets, reports, presentations, and deliverables.
Qualifications
- At least 4 years' experience in health financing
- Experience in providing technical advisory support to Tanzania government agencies and/or LGAs in areas of health financing and/or health system strengthening
- Demonstrated ability to design, implement, and monitor results-based financing (RBF) initiatives
- Ability to manage development, roll-out and monitoring of health financing strategy at national and sub-national levlels
- Experience working with USAID or other donors
- Excellent communication and writing abilities
- Advanced degree in health financing, health economics or related field
- Proven ability to mentor, motivate, and work as part of a team
- Experience working in the Tanzanian health system, at national and/or LGA levels
- English fluency, written and spoken

Position Summary
The Health Policy Project (HPP) is recruiting a Governance Advisor to
provide support to the project and to TACAIDS to establish the national
AIDS Trust Fund.
Tanzania's National Policy on HIV/AIDS (2001) mandates a multi-sectoral
response, which includes the establishment of an AIDS Trust Fund (ATF).
The goal of the ATF is to collect and distribute financial resources
from difference sources, including the private sector, to implement
national policy and strategies for the HIV/AIDS national response.
Tanzania's Third National Multi-Sectoral Strategic Framework for HIV and
AIDS 2013/14-2017/18 lists the implementation of ATF as a priority and
the goal is to have it operational by July 2015. HPP will provide
technical assistance to TACAIDS to establish the ATF, including
establishing the legal framework, institutional arrangements and
implementation arrangements.
Key Responsibilities
The Technical Lead will be responsible for the following Scope of Work (SOW):
- Provide technical and strategic guidance to HPP and TACAIDS.
- Facilitate and lead discussions with key stakeholders on aspects related to the ATF.
- Draft conflict of interest policy, bylaws and code of conduct for the ATF Board of Trustees.
- Draft constitution, charter or other required documents for the ATF Board of Trustees.
Qualifications
- Fluency in English (written and spoken) required; fluency in Swahili preferred
- Minimum of a graduate level degree in law, management, policy or related field
- At least 8-10 years of relevant experience
- Ability to communicate effectively orally and in writing
- Experience effectively conducting high-level mediation and facilitation.
- Experience drafting conflict of interest policies, bylaws, code of conduct.
- Experience drafting constitutions or charters.
- Strong diplomacy skills and experience working with high-level government stakeholders.
- Background in health, specifically HIV/AIDS preferred but not required.
- Based in Dar es Salaam, Tanzania preferred but not required.

- Regularly required to stand or sit, and move about the facility
Work Environment
- Usual office working conditions free of disagreeable elements
- Successful candidates will be reimbursed for allowable expenses only
Availability
- Estimated between October 2014 and December 2014/January 2015
- Approximately 30-40% time, may be more or less depending on need
