Position Summary
The Health Policy Project (HPP) is recruiting a Governance Advisor to provide support to the project and to TACAIDS to establish the national AIDS Trust Fund.
Tanzania's National Policy on HIV/AIDS (2001) mandates a multi-sectoral response, which includes the establishment of an AIDS Trust Fund (ATF). The goal of the ATF is to collect and distribute financial resources from difference sources, including the private sector, to implement national policy and strategies for the HIV/AIDS national response. Tanzania's Third National Multi-Sectoral Strategic Framework for HIV and AIDS 2013/14-2017/18 lists the implementation of ATF as a priority and the goal is to have it operational by July 2015. HPP will provide technical assistance to TACAIDS to establish the ATF, including establishing the legal framework, institutional arrangements and implementation arrangements.
Key Responsibilities
The Technical Lead will be responsible for the following Scope of Work (SOW):
  • Provide technical and strategic guidance to HPP and TACAIDS.
  • Facilitate and lead discussions with key stakeholders on aspects related to the ATF.
  • Draft conflict of interest policy, bylaws and code of conduct for the ATF Board of Trustees.
  • Draft constitution, charter or other required documents for the ATF Board of Trustees.
Qualifications
  • Fluency in English (written and spoken) required; fluency in Swahili preferred
  • Minimum of a graduate level degree in law, management, policy or related field
  • At least 8-10 years of relevant experience
  • Ability to communicate effectively orally and in writing
  • Experience effectively conducting high-level mediation and facilitation.
  • Experience drafting conflict of interest policies, bylaws, code of conduct.
  • Experience drafting constitutions or charters.
  • Strong diplomacy skills and experience working with high-level government stakeholders.
  • Background in health, specifically HIV/AIDS preferred but not required.
  • Based in Dar es Salaam, Tanzania preferred but not required.

  • Regularly required to stand or sit, and move about the facility
Work Environment
  • Usual office working conditions free of disagreeable elements
  • Successful candidates will be reimbursed for allowable expenses only
Availability
  • Estimated between October 2014 and December 2014/January 2015
  • Approximately 30-40% time, may be more or less depending on need
