Geo spatial Information system Analyst


CIAT is seeking Geospatial Information System Analyst (GIS) who has Monitoring and Evaluation (M&E) skills to support the Bean Research Areas in Tanzania; the position will be responsible for GIS mapping and spatial analysis in different project areas under the guidance of a senior scientist and bean seed systems project. The GIS Analyst will also work independently, depending on the specific project(s).
The position will be based at CIAT offices in Selian Agricultural Research Institute, Arusha Tanzania.

Main duties and responsibilities include:
The GIS will share the project result based and performance measurement framework with project team members (seed producers, NARS, district extension)
Using GIS data, map all the project implementation areas and zones -sites and related activities
U sing sites characterization data, modeling and other suitable areas where similar approaches can be used.
GIS database management .
Cartography and creating of well-designed map layouts
Automation of spatial analysis processes
Participate in fieldwork data collection activities analysis and publication.

Qualification and Experience

At least a MSc Degree in a geo-information related field with a minimum of 3 years relevant experience
Proven ability of operating open source (e.g. QGIS, GDAL) and commercial GIS (e.g ArcGIS) application software and its advanced analysis and modeling packages/functions.
Spatial data collection with the use of a GPS receiver
Good cartographic and graphic design skills using various software applications e.g. Adobe Illustrator
Basic knowledge of statistics and ability to use statistical programs '
, Ability to design and deploy project management tools (planning and monitoring and evaluation systems)
Ability to work with map servers will be an added advantage
Organizational skills in order to assure quality data and traceable workflow
Capacity/willingness to work in the field .
Excellent English writing skills with the ability to write clearly and concisely for a range of audiences
Experience of working with the agricultural/conservation scientific research community

2015 International School Moshi scholarships


A Scholarship to Study at ISM

International School Moshi is offering two full scholarships for students to study the International Baccalaureate Diploma programme (Forms 5 and 6) as boarders in ISM from August 2015 to May 2017. These will be available to students who have performed exceptionally well in the NECTA Form Four examinations in November 2014.

Reconcile or review reconciliation of bank statements, petty cash, advance and other accounts with general ledger to ensure safety of WiLDAF assets.
Review or prepare various financial reports for external donors and internal stakeholders.
Provide feedback and analysis to counterparts in program departments and field colleagues on areas with significant over/under spending. .
Maintain financial systems with correct chart of account and other relevant data.
Track required cost-share and notify appropriate program units in WILDAE
Liaise with sub-guarantees to ensure timely reporting, finding and compliance, including follow-up on status of their audit report.
Provide support to field officers, including some international travel to facilitate training and capacity building as necessary.
Prepare closeout documentation for projects under management in accordance with the US government regulations and internal WIlDAF procedures.
Work with program and field teams to identify need for budget revision, lead the budget revision process and its submission to the donor.
Review paperwork for all expenditures and ensure compliance as defined by the US government and other donors,
Maintain audit files with all relevant documentation, including proposal, budget, budget narrative, agreement, and formal communication with donor, agreement modifications, pre approvals, financial reports, sub-award documents and other relevant paperwork
Ensure all documents are readily accessible in a timely manner during the audit process.
Assist the National Coordinator in responding to audit queries to eliminate any possible disallowed costs.
Stay up to date with US Government regulations on cost principles and audit. Participate in relevant capacity building events to enhance understanding of applicable federal regulations.

Required Educational and Professional Levels.
Bachelor's degree in accounting, finance, international business or related field. CPA qualification will be an added advantage.
2-3 years of US government grants or contract financial management experience.

Qualifications and Experience
A business development specialist with good knowledge/experience, in Tanzanian agriculture and agribusiness development, with minimum experience of 3 years in business planning, project analysis, evaluation and monitoring.
A good academic background, minimum Masters Degree in agricultural field, preferably in agricultural ,economics, Business Administration or any similar qualification backed up by extensive experience in business planning, project analysis, evaluation and monitoring.
Must demonstrate experience in credit guarantee schemes and other financial or non financial business
development services required to accelerate investments in small and meclum-scale farming and agro enterprises.
Adequate experience in agricultural supply chain interventions for enhancement of small/medium scale agricultural development.
Knowledge in agricultural financing and experience in facilitation of lending to smallholders including experience in negotiating with Banks.
Should have hands on experience in business planning and project appraisal; familiarity and use of tools for agricultural and investment projects analysis is essential.

POSITION OBJECTIVE:
Information System Auditor is responsible for conducting information technology audits that are designed to add value and improve effectiveness of ICT risk management, controls and governance processes. He/she will also be responsible in providing key inputs to development of ICT annual audit plan.

PRINCIPAL ACCOUNTABILITIES:
• Working together with the financial and operational auditors in performing integrated audits and IS audit reviews.
• Performing IS audits/internal control reviews of TANESCO information systems
• Performing follow up-audit reviews to determine the extent to which audit recommendations have been implemented;
• Providing guidance, training, and assistance to audit staff in using computerized audit techniques such as data analysis tools and audit management software
• Staying current with technical changes in auditing, data processing, accounting, Utility policies, and Government regulations so that audits are conducted professionally
• Performing other internal audit related jobs as may be assigned by Internal Audit Management.

ACADEMIC QUALIFICATION AND EXPERIENCE:
• Bachelor’s degree in Information Technology or Computer Science from accredited college or university
• Knowledge on Data Analysis Tool such as ACL and CISA or CIA Certification will be an added advantage
• Minimum of 2-3 years’ experience in Information systems auditing

POSITION OBJECTIVE:
Ensures professional performance of day to day internal auditing work as key component of the corporate governance structure. Supervises implementation of comprehensive audit program including performance, financial and compliance audit projects; providing input to the development of annual audit plan; and providing ongoing training, coaching and supervision to internal audit staff specializing in General accounting and Materials management/Procurement.

PRINCIPAL ACCOUNTABILITIES:
• Assist the Chief Internal Auditor in Managing audit staff and in the planning, organizing, directing and monitoring of internal audit operations, including assisting in training and evaluating staff; and taking corrective actions to address performance problems.
• Identifies and evaluates TANESCO risk areas and contributes to development of the annual audit plan.
• Participate in the business processes redesign and policies review exercise to ensure that risk is minimised.
• Monitors performance of audit procedures, including identifying and defining issue, developing criteria, reviewing and analyzing evidence, and documenting client processes and procedures.
• Guides the audit staff in the identification, development, and documentation of audit issues and recommendations.
• Reviews the results of audit and consulting activities via written reports and forwards recommendations to the chief Internal Auditor prior to presentations to the management, the Audit Committee and the Board.
• Maintains productive staff and management relationships through individual contacts and group meetings.
• Represents internal audit at management and board meetings and with external organizations
• Performs related work as assigned by the Chief Internal Auditor.

ACADEMIC QUALIFICATION AND EXPERIENCE
• Good Accounting or Finance Bachelor’s degree from an accredited university.
• Holder of Professional accounting certification such as a CPA or ACCA.
• Certification on CIA or CPSP will be an added advantage
• Minimum five (5) years of experience in a senior position is required

Among various research areas, CIAT has a global mandate for beans and in Africa, bean research is carried out by the Pan Africa Bean Research Alliance (P ABRA) which encompasses 3 regional bean research networks which are working to improve the livelihoods of small scale bean farmers in sub-Saharan Africa. P ABRA facilitates collaborative research for development within and between the networks by providing a forum for collaboration of multiple partners who include: researchers, private sector involved in bean seed and grain business, non-governmental organizations (NGOs), community-based (CB) and producers' organizations (POs), universities and millions of farmers. The alliance operates in 30 member countries, each represented by its
National Agricultural Research System (NARS). PABRA is facilitated by the International Center for Tropical Agriculture (CIAT).
Among various bean research areas, P ABRA facilitates access to quality seed of improved varieties by millions farmers across Africa through the various bean seed production and delivery options based on prevailing seed systems and targeted clients. For this purpose, PABRA is recruiting a Seed Business Development Specialist.
The position will be based at CIAT offices in Selian Agricultural Research Institute, Arusha Tanzania.


Main responsibility
To enhance the capacities of seed and input suppliers to provide quality seed of improved bean varieties and complementary inputs/technologies to small-scale farmers in northern Tanzania on a sustainable basis.
Duties and responsibilities:
Overall objective: the Seed Business Development Specialist (SBDS), in consultation with project team and other
CIAT staff, S/he provides leadership and guidance to the project.

Specific objectives:
In partnership with NARS and national seed services and partners development (NGOs, farmers organizations, district extension, the SBDS will support the seed producers/traders to produce and market quality seed of improved bean varieties in northern Tanzania through the agro-dealer network using affordable packs sizes targeting small holders particularly poor farmers and women.

In partnership with seed producers/traders and NARS, the SBDS will carry out R4D for testing innovative market strategies such as the use of affordable packs, assess their commercial viability including cost -benefit analysis and explore how the mainstream most viable pack size for each partners.
Manage the seed systems project assets/resources and sustain partnership to deliver on project's expected results and their targets .
Provide advice related to business development services to bean seed producers particularly ASA and Meru Agro- consultant Ltd to enhance bean seed production and delivery in business sound manner.
In partnership with seed producers/traders to design and deploy appropriate seed marketing strategies and tools to reach small holders particularly women
Train bean seed producers/suppliers in specific areas such' as seed business management including production, post-harvest, marketing, financial management, and strategy development.
Document (reports and professional publications) on improving the efficiency and sustainability of bean seed producers and supply and share knowledge. .
Support the Monitoring and Evaluation Specialist to design and conduct a sound Monitoring and
Evaluation (M+E) framework to capture relevant seed data and to document case studies
Assess and explore appropriate institutional linkages in order to sustain best seed systems practices and create synergetic actions for scaling up of these best practices across Tanzania. '
Represent the project in all fora and engagement
Produce and submit relevant projects reports (technical, financial and any other document) as required by the project.

Qualification and Experience .
Strong background in seed business, agribusiness and agri-economics at MSc / MA levels.
Five (3) years practical experience in managing seed business is strongly preferred.
Previous or current work on seed related activities in Tanzania is an added advantage
Good command of written and spoken English language and Swahili.
