Program Officer – Public Financial Management , Sikika

Sikika is a non--‐governmental organization that advocates for quality health services for all Tanzanians. The organization works to ensure equitable and affordable quality health care services through social accountability monitoring of health systems at all government levels. 
Sikika seeks to recruit Program Officer--‐Public Financial Management for its Dar es Salaam Office with immediate effect: 
Job Title: Program Officer – Public Financial Management (1 post) 
Reporting to: Head of Department 

Responsibilities: 

Independently perform analysis and produce outputs for advocacy in the following 
areas: 
• Fiscal policy, legal, and regulatory framework for public financial management, in 
particular with regard to transparency and accountability. 
• Annual government budgets including revenues, expenditures, and budget 
deficits, in particular with regard to equity and efficiency. 
• Regular technical performance reports, financial performance reports, and audit 
reports. 
• Assessment of PFM system through PEFA framework. 
• Act as liaison with various stakeholders that are involved in the public financial 
management reform process at local, national and international level. 
• Assist in the preparation of Sikika’s annual work plans, budgets, and reports. 
• Advise and support other colleagues on public financial management issues. 

Qualifications: 

(a) University degree or equivalent qualification in the following, or related, fields: Economics, Public Policy, Public Administration or Business Administration, Controlling or Accounting (master’s level will be added advantage. (b) At least 3 years of experience in relevant field of work (c) Proven ability to manage projects and achieve results (d) Fully proficient in oral and written English (fluency in Kiswahili is highly desirable) (e) Computer skills
