icipe is seeking to appoint an outstanding, dynamic and self-motivated Impact Assessment and Monitoring & Evaluation Expert (M&E) to
support a major initiative targeted at reducing youth unemployment in
regional Ethiopia through the deployment of icipe technologies in silk
and honey production, and manage a monitoring, research and evaluation
system. The selected candidate will be based at icipe’s Ethiopia office,
on the ILRI campus. This is a two-year contract, renewable after
successfully completing a six-month probation period of the first
contract. A competitive and generous compensation package, including

Job Description
The role of the M&E Expert will be to
develop and implement a monitoring and evaluation system (including
monitoring and evaluation of inputs, both direct and indirect),
contribute to project design and development, and help create a learning
environment where project M&E is used to inform the project
activities.
Primary Responsibilities
1.Establish and manage a performance
monitoring framework with clear-cut goals, outcomes, outputs, inputs,
processes, indicators, data needs and sources, and the reporting formats
and frequency, for effective monitoring, reporting and updating
progress of the project.
2.Develop a comprehensive data
collection/analysis system, including socio-economic baseline conditions
in the target areas, and collect periodic data and information against
the baseline to assess and report on the overall development of these
areas. Baseline data will be collected through survey and review of
existing information.
3.Monitor and follow up progress, for
instance, on various trainings, meetings, reports, and working papers,
with concerned authorities.
4.Identify key issues, lessons learned, and best practices.
5.Organise and conduct mid-term and post-project evaluations in the target area.
6.Supervise staff in support of impact assessment and monitoring & evaluation activities.
7.Report on impact assessment and monitoring & evaluation activities to partners and project management.
Requirements/Qualifications
1.A master’s degree in project
management, or in the social sciences (such as rural development,
economics, agricultural economics, or similar relevant developmental
field).
2.A highly desirable requirement would be
at least 5 years of progressively responsible experience in impact
assessment and monitoring & evaluation in a donor-funded project.
Core Competencies
Experience with information technology and tools is especially valuable, including:
- Impact assessment and M&E information tracking systems,
- Project management tools.
- Mobile data collection tools and practices,
- GIS tools and analysis.
- Good understanding of value chain concepts.
Other desirable attributes
- Strong interpersonal skills.
- A high level of professional written and verbal communication.

This position reports to icipe’s Project Team Leader
