The Emergency Response Manager (ERM) will lead Plan International
Tanzania’s emergency work in Kigoma region related to the Burundian
refugee crisis. (S) he will also be responsible for reviewing the
capacity of Plan International Tanzania’s disaster preparedness and
response for making key recommendations to senior management, some of
which (s) he will execute during the length of employment. The ERM is
expected to provide strategic leadership in all areas of emergency
programming and strengthen the country office’s overall capacity to be
prepared and respond to emergencies in accordance with accepted
principles and practices, as well as strategically integrate emergency
programming within the overall program approach.
Skills specific to the post
· Ability to work independently and as a team player who demonstrates
leadership and is able to support and train local and international
staff and also able to work with disaster affected communities in a
sensitive and participatory manner.
· Well-developed written and oral communication skills. Able to
communicate clearly and sensitively with internal and external
stakeholders as a representative of Plan. This includes

· Ability to operate effectively under extreme circumstances including
stress, high security risks and harsh living conditions. Works and lives

analytical and problem solving skills.
Qualifications and Experience
· A Masters Degree in Social Science or its equivalent with proven
relevant humanitarian aid experience in complex and natural disasters
· High level of all aspects of managerial experience, including managing multi-million dollar budgets
· Experience in complex decision making and leading a multi-disciplinary, multi-national team under difficult circumstances
· Experience of managing grants and reporting requirements with donors such as ECHO, UNHCR, Sida, DFID etc.
· High level of expertise in representation and negotiation with governments and donors
· Strong understanding of the humanitarian emergency operating context,
including Sphere, the humanitarian system, donors, security, civil
military liaison and program management
· Knowledge of Plan or like organisations’ policies and procedures,
Sphere and the Red Cross/ NGO Code of Conduct Requires general finance,
administration, information management and telecommunication skills and
proficiency in information technology/ computer skills.
