Background
Climate change has become a defining issue in this era due to its
impacts on key economic sectors. It is a serious threat to both
achieving the sustainable development and the attainment of Millennium
Development Goals (MDGs). Zanzibar's economy is very dependent on the
climate and a large proportion of GDP/ Employment and livelihoods are
associated with climate sensitive activities (coastal, agriculture and
tourism). The climate of Zanzibar is changing, and recent decades have
seen rising temperatures, increased rainfall variability, higher wind
speeds and high-tide levels, and an increase in extreme events (climate
variability). The latter have led to droughts and floods which have had
major economic costs, in terms of GDP, and these events appear to be
intensifying.
In order to address the problem of climate change, the Government of
Zanzibar through the support from United Nations Development Program
(UNDP) under the United Nations Development Assistance Program (UNDAP)
is implementing a project entitled "Strengthening Environment and
Climate Change Governance for Zanzibar." The aim of this project is to
support the Zanzibar Government in strengthening climate change
governance through capacity development and mainstreaming of adaptation
actions in development plans. The project further aims to strengthen the
foundation for Zanzibar Government in addressing climate change
challenges. Among the milestone of the project is the Zanzibar Climate
Change Strategy that has been recently launched. The Strategy aims at
providing framework for addressing vulnerability, impacts and
adaptation, for both current climate variability and future climate
change impacts, and to consider the potential opportunities for low
carbon development, aligned with current and future Government
development policies.
Duties and Responsibilities
- Prepare
an inception report during the first week after signing the contract
outlining the proposed layout of the Zanzibar Climate Change Action Plan
and pilot Local Adaptation Action Plan (LAPA), methodology and approach
including the time frame and present it at an inception workshop to
incorporate further stakeholders' comments in the proposed
methodology/approach of the consultancy work;
- Conduct
vulnerability assessment and review all prioritized sectors outlined in
the Zanzibar Climate Change Strategy by considering ongoing and planned
initiatives;
- Build capacity to relevant/selected staff of the Zanzibar Government on development of action plans;
- Consult public sectors, non-state actors, and a selected sample of the general public;
- Make
a stakeholder analysis and consult the targeted stakeholders through
field visits, structured meetings and workshops where necessary;
- Develop a costed climate change action plan;
- Develop monitoring plan for the prioritized actions.

Required Skills and Experience
Education:
Experience:
- At least 10 years
of experience in climate change ,environmental, natural resources
economics, management and planning and other related activities;
- Demonstrable experience in public sectors;
- Demonstrable experience in participatory budgeting on environment, climate change, natural resources and social issues;
- Experience of working with government agencies, non-state actors, communities and other stakeholders;
- A sound understanding of national, regional and international climate change financing arrangements, modalities and challenges;
- A
sound understanding and experience with small island country systems,
including policy, budgeting, public financial; management, donor
coordination and how these processes interact with climate change
arrangements at the national level;
- A good
understanding of the various climate change challenges facing Small
Island Countries including their ability to prioritize, mainstream, and
access resources to address these;
- Broader
understanding and demonstrate ability in development of policy measures
and implementation plans on climate change issues;
- Substantial knowledge of global and national climate change issues, including;
- Good organizational skills, with strong experience in organizing and facilitating meetings, workshops and writing reports;
- Ability to work in close coordination with government;
- Excellent analytical skills, including experience synthesizing clear, actionable insights from a large volume of documents
- Superior writing and communication skills;
- Knowledge
of global developmental, socio-economic/political and environmental
issues, as well as Tanzanian specific context, will be added advantage.
Language:
- Fluency in English;
- Understanding of Swahili will be an added value.
